Standard Renewal Process

Edge Cases — What If...?
विशेष अवस्थाहरू
5+ Years Not Renewed — Re-registration Required(५+ वर्ष नवीकरण नगरेको — पुनः दर्ता आवश्यक)▼
- After 5 years: Registration auto-cancelled per Small Vehicle Registration Procedure 2078 (Clause 5). Driving is illegal — vehicle can be impounded.
- Re-registration IS allowed (Clause 7): Visit TMO where originally registered with expired bluebook + citizenship + insurance.
- Re-registration requirements: Outstanding tax (× years) + 32%/year fine + renewal charges + double penalty (200%) on renewal charges + re-registration fee (~Rs. 2,000).
- Process: Pay all dues at TMO → vehicle inspection (engine/chassis verification) → new registration certificate issued → new embossed number plate (if needed).
- Bagmati amnesty (Provision 214): Pay last 3 back-fiscal years (2079/80, 2080/81, 2081/82) + current FY 2082/83 at counter. All older dues + penalties WAIVED. Deadline: Jestha 2083 (~mid-June 2026).
- Lumbini amnesty: 75% fine waiver — pay only 25% of penalty (deadline now passed).
- If not re-registered: Cannot drive, transfer ownership, or claim insurance. TMO can auction vehicle to recover dues (Motor Vehicle Tax Act 2031, Section 8).
90-Day Grace Period Trap(९० दिने छुट अवधिको समस्या)▼
- Normal rule: 90-day grace period after expiry date to renew without fine
- Catch: 90-day rule DOES NOT apply if expiry falls in Chaitra, Baisakh, Jestha, or Ashad
- If your renewal is in these months → must renew by end of Chaitra (same fiscal year)
- Failure: fine starts from day 1 of expiry
Lost / Damaged Bluebook(ब्लुबुक हराएको / बिग्रिएको)▼
- Step 1: Traffic Police Headquarters (Baggikhana, Kathmandu) → Fill lost form → Get recommendation letter (takes 4-5 days)
- Step 2: Visit DOTM within 15 days of letter (letter expires after 15 days)
- Documents needed: ID proof, recent photo, police recommendation letter, tax clearance printout
- Fee: Rs. 500 for duplicate bluebook (marked "Pratilipi" / प्रतिलिपि)
- If taxes unpaid: all dues + fines must be cleared first
- Office staff will help search for your vehicle file in physical storage
Ownership Transfer(स्वामित्व हस्तान्तरण)▼
- All tax dues must be cleared before transfer — TMO will not endorse without clearance
- Required: Citizenship (seller + buyer), original bluebook, sale deed, tax clearance, insurance, biometric verification
- Transfer fee: Rs. 1,000 – Rs. 10,000 depending on vehicle type and province
- Timeline: 1–3 days if documents perfect; transfer must complete within 15–30 days of sale
- Common rejection reasons: unpaid tax, engine/chassis mismatch, pending bank loan, fake insurance
- If loan/hire purchase active: Bank NOC required
Vehicle 14+ Years Old(१४+ वर्ष पुरानो सवारी)▼
- Additional 5% tax per year levied on base tax
- Pollution test certificate mandatory (validity: 7 days after sticker expiry)
- Fine for expired pollution test: Rs. 1,000 – Rs. 2,000 if 30+ days late
- Additional vehicle inspection may be required at TMO
Commercial Vehicle (Taxi / Bus / Truck)(व्यावसायिक सवारी)▼
- Higher tax rates based on seating capacity (buses) or tonnage (trucks)
- Higher renewal fees: Taxi (Rs. 2,500), Microbus (Rs. 5,500), Truck/Bus (Rs. 10,500), Machinery (Rs. 15,500)
- Tax clearance mandatory for route permit renewal
- Some provinces have different commercial rate structures — always check local TMO
Province Transfer(प्रदेश स्थानान्तरण)▼
- Clear all dues in origin province first
- Surrender registration in origin province
- Re-register in new province — new province's rate schedule applies going forward
- Tax follows province of registration, not residence
- A vehicle registered in Bagmati pays Bagmati rates even if driven in Lumbini
Hire Purchase / Bank Loan Active(कर्जा / हायर पर्चेज)▼
- Bank NOC (No Objection Certificate) required before renewal or transfer
- TMO will not process without lender clearance
- If loan cleared: get loan closure certificate from bank before TMO visit
Traffic Police Enforcement(ट्राफिक प्रहरी कारबाही)▼
- Driving with expired bluebook = illegal. Vehicle documents may be confiscated
- After 90 days of non-payment: traffic authorities can seize the vehicle
- Always carry: renewed bluebook + insurance paper + tax receipt while driving
Supreme Court: Police Cannot Seize Bluebook(सर्वोच्च अदालतः प्रहरीले ब्लुबुक जफत गर्न नसक्ने)▼
- Supreme Court order (2079): Traffic police CANNOT seize bluebook, driving license, or vehicle keys during traffic checks.
- Only the Transport Management Office (TMO) can impound these documents through proper legal process.
- If police seize your bluebook: file a complaint at the nearest court or the Police Headquarters.
- Police can still: issue traffic tickets, collect fines, confiscate fake documents, register cases for serious violations.
- Carry photocopies of documents — never hand over originals to traffic police.
- Source: Supreme Court writ petition / interpretation of Motor Vehicle & Transport Management Act 2049.
QR Code Digital Bluebook (Bagmati)(क्यूआर कोड डिजिटल ब्लुबुक (बागमती))▼
- Bagmati Province has introduced a QR code-based digital bluebook system in select TMO offices.
- The QR code is printed on a sticker affixed to the windscreen — links to the vehicle's digital record.
- Benefits: No need to carry physical bluebook at all times. Traffic police can scan QR code to verify tax/renewal status.
- How to get it: Apply at Bagmati TMO during renewal or re-registration. Fee included in renewal charge.
- Caveat: Physical bluebook still needed for ownership transfer, loan processing, and formal TMO transactions.
- Other provinces are piloting similar systems — check with your local TMO.
License vs Bluebook: 5-Year Rule Distinction(लाइसेन्स र ब्लुबुकको ५ वर्षे नियम फरक)▼
- Driving License: If expired 5+ years → auto-cancelled. Cannot renew. Must retake driving test (written + road). No amnesty possible.
- Vehicle Bluebook: If not renewed 5+ years → auto-cancelled. BUT re-registration is allowed. Pay all back-dues + penalties + re-registration fee.
- Many sources conflate these two rules. The 100-500% penalty scale found in some DOTM FAQ documents refers to driving license, NOT vehicle registration.
- Vehicle fine structure: 32%/year of tax for each unpaid year (max 5 years in calculation). Plus 100% or 200% renewal charge penalty per year.
- Bottom line: Never let your license expire 5+ years. Your bluebook is more forgiving — but don't delay.
Stolen Vehicle Tax Waiver (Bagmati)(चोरी सवारी कर छुट (बागमती))▼
- Bagmati Finance Act 2082: If your vehicle was stolen and you filed a police report, the tax + renewal + fines for the period the vehicle was missing are fully WAIVED.
- Requirements: Original police report (filed when vehicle was stolen), proof of recovery (if found), TMO application with supporting documents.
- Coverage: Full waiver of annual vehicle tax, renewal charges, and late payment penalties for the months/years the vehicle was missing and not in your possession.
- Only applies in Bagmati Province. Other provinces may have similar provisions — check with local TMO.
- Does NOT waive insurance requirement — you still need valid insurance for the current year once vehicle is recovered.
