What happens if I don't renew my bluebook for 7 years?

Is third-party insurance mandatory for renewal?

Yes. You cannot renew your bluebook without valid third-party insurance. The TMO counter will reject renewal if insurance has lapsed. Insurance premium is based on engine CC (two-wheeler: Rs. 1,715–2,167; four-wheeler: Rs. 7,365–10,747).
Can I pay bluebook renewal online?

Yes. Options: Nagarik App (official), eSewa, Khalti, ConnectIPS. You can pay tax + insurance + renewal charge online. However, physical stamp on bluebook still needs TMO visit. Khalti offers Pick & Drop service (Rs. 350–500) inside Kathmandu Valley — they handle the TMO visit for you.
What is the 90-day grace period trap?

Normally you get 90 days after expiry to renew without fine. BUT: if your renewal date falls in Chaitra, Baisakh, Jestha, or Ashad — NO grace period. You must renew by end of Chaitra (same fiscal year) or fine applies from day 1. This catches many owners off guard.
My bluebook is lost. How do I renew?

Step 1: Traffic Police HQ → fill lost form → get recommendation letter (4-5 days)
Step 2: Visit DOTM within 15 days (letter expires after 15 days)
Step 3: Submit ID, photo, police letter, tax clearance
Step 4: Pay Rs. 500 for duplicate bluebook (marked "Pratilipi")
All unpaid taxes + fines must be cleared first.
Can I transfer vehicle ownership with unpaid tax?

No. TMO will not endorse ownership transfer unless all tax, penalty, and renewal fee dues are cleared up to the date of transfer. The seller must clear dues before change-of-name application. If buyer discovers unpaid tax after purchase, they may claim compensation under sale contract.
What's the fine if I'm 2 years late?

32% fine per year on the tax amount. For 2 years late on a 150cc bike (Rs. 5,000 tax): Year 1 fine = Rs. 1,600, Year 2 fine = Rs. 1,600. Total fine = Rs. 3,200. Plus 100% renewal charge fine (Rs. 300 × 2 = Rs. 600). Total extra: Rs. 3,800.
Do tax rates differ by province?

Yes. Each of Nepal's 7 provinces sets its own vehicle tax rates through their Finance Act. Bagmati generally has the highest rates. Others are 5–15% lower. Tax follows province of registration, not residence. A vehicle registered in Bagmati pays Bagmati rates even if driven in another province.
What is the Bagmati tax amnesty?

Bagmati Province Provision 214 (FY 2082/83): Pay 3 back-fiscal years (2079/80, 2080/81, 2081/82) + current FY 2082/83 at TMO counter (4 yr total). All older dues, penalties, and interest are WAIVED. Deadline: Jestha 2083 (~mid-June 2026).
Can I drive with expired bluebook?

No. Driving with expired bluebook is illegal. Traffic police can confiscate documents and fine you. After 90 days of non-payment, authorities may seize the vehicle. Always renew before expiry and carry updated documents while driving.
Do electric vehicles pay lower tax?

Yes, significantly. EV 2-wheelers: Rs. 1,000–3,000/year (vs petrol Rs. 3,000–35,000). EV 4-wheelers: Rs. 5,000–30,000/year (vs petrol Rs. 22,000–70,000). Same fine structure applies for late payment.
Can traffic police seize my bluebook?

No. The Supreme Court of Nepal has ruled (2079) that traffic police CANNOT seize your bluebook, driving license, or vehicle keys. Only the Transport Management Office (TMO) can impound these documents through proper legal process. If police seize your documents, file a complaint at the nearest court or Police Headquarters. Police can still issue tickets and collect fines — but they cannot take your originals.
What happens after 5+ years of non-renewal?

After 5 years, registration auto-cancels per Small Vehicle Registration Procedure 2078. The vehicle cannot be driven legally. However, re-registration IS allowed: Visit the original TMO, pay all back taxes + 32%/year fine + renewal charges + double penalty (200%) on overdue renewal fees + re-registration fee (~Rs. 2,000). Vehicle inspection is required. A new registration certificate is issued. Bagmati amnesty (Provision 214) can reduce this significantly — pay only last 3 fiscal years.
What is QR code digital bluebook?
क्यूआर कोड डिजिटल ब्लुबुक के हो?
Bagmati Province has introduced a QR code-based digital bluebook. A sticker with QR code is affixed to the windscreen — traffic police can scan it to verify tax and renewal status instantly. It reduces the need to carry the physical bluebook at all times. You can get it when renewing at Bagmati TMO. However, physical bluebook is still needed for ownership transfer, loans, and formal TMO transactions.
